ARTICLES OF CONSTITUTION
1. For the purpose of registration under the
Societies Registration Act (No. XXI of 1860) the number of the persons
forming the Congress is unlimited.
2. The Congress shall consist of:
(i) Members.
(ii) Life Members.
(iii) Honorary Members and
(iv) Honorary Life Members.
3. QUALIFICATIONS FOR MEMBERSHIP OF THE CONGRESS
3.1
To be eligible for membership of the Congress a person shall have
passed a degree examination in engineering or equivalent academic
qualifications as laid done by Pakistan Engineering Council of shall
have attained such standing in engineering, science or architecture and
/ or other allied sciences so as to qualify him, in the opinion of the
Executive Council, for the distinction of membership.
3.2 The President of Pakistan and the other high
dignitaries whose appointment brings them in close relationship with
engineering for the period of their tenure of office, may, with their
prior consent, be elected Honorary Members of the Congress as
prescribed by the Bye-Laws.
3.3 Honorary Life Members may be selected as prescribed in the
Bye-Laws on account of their eminence in engineering or their special
services rendered in the interest of the Congress.
4. ENTRANCE FEE AND SUBSCRIPTION
4.1 The entrance fee for membership of the Congress shall be Rs. One Hundred.
4.2 Every member shall pay an annual subscription of Rs. One Hundred.
4.3 Any member who has not paid annual subscription shall not be
entitled to attend the Annual General Meeting nor receive
any publication of the Congress.
4.4 Any member whose annual subscription is more than three years in
arrears may be removed from the register of members of the Congress.
4.5 Such defaulting member may be readmitted on payment of arrears
subject to a minimum of 3 years dues. He may also be supplied the
copies of Proceedings for the last three years, provided such copies
are available.
4.6 Honorary Members, Life Members and Honorary Life Members shall not be required to pay the annual subscription.
4.7
Members who have paid annual subscriptions for a minimum period of 25
years shall after that period be exempted from payment of further
subscriptions or after attaining age of 60 years whichever is later,
and that years of default in payment may not count towards the period
qualifying for exemption, with retrospective effect for a refund. Such
exempted members will become Life Members.
4.8 Any Member may become a Life Member by making a single compounded payment as laid down in the Bye-Laws.
5. ADMISSION, RESIGNATION AND EXPULSION
5.1 Applicant shall be admitted to membership of the Congress only by a majority vote of the Executive Council.
5.2 In case of an Honorary Member and Honorary Life Member, they
shall be deemed elected provided 3/4th of the Executive Council Members
support the proposal.
5.3 Any member of the Congress other than an Honorary Member and
Honorary Life Members, who, in the opinion of the Executive Council has
been quality of such violation of the Code of Ethics that renders him
unfit to continue to belong to the Congress, shall be expelled by vote
of the Council. The affirmative votes of not less than 3/4th of the
entire Council shall be required for expulsion. The member whose
expulsion is being considered shall be notified by the Secretary and
shall be advised of the charges against him. If he so desires, he may
submit a defence either in person or in writing, which shall be
considered by the Executive Council as part of the expulsion procedure.
5.4 Any member of the Congress may resign his membership by a
written communication to the Secretary. Acceptance of any resignation
shall be subject to the approval of the Executive Council.
6. ABBRIVIATED TITLES
6.1 Members shall be entitled to the exclusive use after their names of the following abbreviated forms showing the membership.

7. ADMINISTRATION OF THE CONGRESS
7.1 For the purposes of registration the Executive Council shall be the governing body of the Congress.
7.2 The Council shall hold office until the next Annual General
Meeting of the Congress at the conclusion of which all its members
shall retire.
8. ELECTION OF THE PRESIDENT
At each Annual General Meeting the members shall elect from among
themselves a President for the ensuing year. The members shall, arrange
as far as may be practicable that the sub-group A, B, C, D, E, and F,
listed below, for the time being, shall be represented in rotation in
the person of the President subject to the conditions stipulated
hereinafter. The main Engineering Groups and Sub-Groups thereof are as
below:-
(A) Irrigation Departments.
(B) I. Building Departments.
II. Highway Departments.
(C) I. Engineering Universities
II. Engineering Consultants (Public as well as Private).
(D) I. Wapda Water Wing.
II. Wapda Power Wing.
(E) I. Public Health Engineering and Housing and Physical Planning Departments.
II.
Industry (Public and Private), local Government, Rural
Development. All Development Authorities, Environmental Pollution
Agency (EPA) and other Provincial Agencies.
(F) I. Railways.
II. Telephone and Telegraphs, Armed Forces, Central PWD and other Federal Agencies.
8.1 Requirements for the President’s Post
a) He shall be member who has paid his uptodate annual
subscriptions and completed 15 years standing as a member of the
Congress.
b) He shall be a member who shall either have been an elected
member of the Executive Council or a Vice-President as least for
one term.
c) The sub-groups listed above should be allowed
to offer a candidate for the Presidentship provided they have at least
100 paid members by 31st December of the preceding year otherwise their
term shall lapse in favour of the next group/sub group.
8.2 The President shall be an ex-officio member of all of Committees of the Congress.
8.3 The
President shall retire at the conclusion of Annual General Meeting and
shall not be eligible for re-election. The retiring President shall,
however, automatically become a member of the Council for the ensuing
term.
9. ELECTION OF VICE PRESIDENTS
At each Annual General Meeting the members shall elect from amongst
their members, 11 Vice-presidents (one from each sub-group from the
list given in Article 8) and 4 Vice Presidents (One from each province)
subject to the following conditions:
(a) The candidate for the Vice Presidentship shall be a member
who has paid his uptodate annual subscription and has a standing of 10
years.
(b) Each sub-group will be allowed to offer candidates for Vice
Presidentship except the sub-group having the President. Irrigation
Department shall have two Vice Presidents but in case of their turn for
Presidentship, they will have one Vice President.
10. SELECTION OF OFFICE BEARERS
The
President shall nominate a Secretary, a joint Secretary, a Business
Manager, a Publicity Secretary and a Treasure in consultation with the
Council and they shall be ex-officio members of the Council. They shall
retire at the conclusion of the next Annual General Meeting and shall
be eligible for re-election for the same office after an interval of
one term. They will however be eligible for election to all other posts
of the Executive Council subject to Clause 11.
11. ELECTION OF EXECUTIVE COUNCIL
11.1 At each Annual General Meeting, the members shall elect the Council Members to present the Zones, given hereunder:-
1. Northern Zone, comprising N.W.F.P and Federally Administered Areas excluding Islamabad.
2. Central
Zone, comprising Lahore, Gujranwala, Sargodha and Rawalpindi Civil
Division of Punjab Province and Federal Area of Islamabad.
15.2.1
A general meeting of the Congress shall be held every year normally in
October at Lahore and shall extend over one or more days as the Council
may decide. This meeting is referred to in these articles as the
‘Annual General Meeting’. The date of the Annual General Meeting shall
be fixed by the Council.
15.2.2 An Emergent General meeting shall be convened by the
President o receipt of a written request containing specific reasons
from at least fifty members.
15.2.3 At the Annual General Meeting, the Annual Report of the
Congress together with the Audited accounts for the preceding year,
shall be presented by the Council, to be considered and approved by the
Members.
16. LOCAL CENTRES
16.1 The
Council may organize local centres at various places in Pakistan for
purposes of furthering the objectives of the Congress.
16.2 A local Centre composed of the Congress Members, may be
established in any locality where at least 25 Members are stationed and
shall become operative as soon as the proposed Bye-Laws of the local
centre shall have been approved by the Executive Council. Any local
centre may be terminated by the Executive Council, for reasons deemed
sufficient for such action.
16.3 The functions of the local centres shall be to encourage
Members to prepare of discuss papers to confer and to make suggestions
with respect to matters of policy, to study local engineering problems,
to cooperate with other local centres and local engineering societies
in matters of common interest, to achieve close personal acquaintance
and a spirit of cooperation amongst engineers, and otherwise to assist
in attaining the objectives of the Congress.
PROCEEDINGS AT THE ANNUAL GENERAL MEETING
17.1 The Proceedings at the Annual General Meeting shall be regulated as follows;
(a) One hundred Members shall constitute the quorum.
(b) The
President, if present, and his absence one of the Vice Presidents, or
in their absence a member of the Council shall take the chair.
(c) The Chairman shall regulate and maintain, order during the proceedings.
(d)
The business of an Annual General Meeting shall be to discuss, consider
and decide upon, as may be applicable, the general affairs and work of
the Congress or matters specifically brought before it by the Council.
(e)
At least fourteen days notice, (exclusive of the day on which the
notice is deemed to be served, but inclusive of the day for which
notice is given) specifying the place, the day and the hour of any
General Meeting and, in the case of special business, the general
nature of the that business, shall b give to all members by post at
their registered addresses in Pakistan but the non-receipt of the
notice by any Member entitled by this Article to receive it shall not
invalidate the proceedings of any Annual General Meeting.
18. VOTING
18.1 At an Annual
General Meeting every member shall have one vote and the vote shall be
taken from only those members personally present at the meeting by
secret ballet, the Chairman’s decision on which shall be final. The
Chairman shall have one vote and incase of equality of votes, he shall
have an additional or casting vote.
18.2 The procedure for the election of various Officer Bearers and members of the Executive Council shall be as indicated below;
18.2.1 Secretary shall invite nominations from all the Members,
through a notice displayed at important places in the premises of the
A.G.M. and also by public announcement, on the inaugural day of the
Annual Session. These nominations will be received by the end of that
day up to the hours given in the notice.
18.2.2 The nominations received on the first day of the Session
shall be displayed on the notice boards on the morning of the second
day with the request for written withdrawals, if any, by the evening of
the same day but not later than the time stipulated in the notice.
18.2.3 The final nominations, after scrutiny by a committee
appointed by the Council, shall be printed on the ballot papers which
will be distributed to the Members for voting by secret ballot during
the Business Session.
18.2.4 Counting of votes shall be under-taken by the Committee
appointed under Article 18.2.3 above under the Chairmanship of the
President on the afternoon of the Business Session and the results
finalized the same day.
18.2.5 The list of the Members who have paid all dues will be
finalized department-wise upto 30th June of the year in which elections
are to be held.
18.2.6 The Executive Council will have power to relax the conditions laid down for the election of President and Vice President.
19. POSTAL VOTE CAN BE RESTORED TO
19.1 When expressly prescribed to be so taken by these Articles or by the Bye-Laws.
19.2 When, in its opinion, the Council considers it in the interest
of the Congress that the wishes of the Congress as a whole should be
ascertained and when the Council considers that the delay involved in
presenting the matter before an Annual General Meeting would be
prejudicial to the interest of the Congress.
REGISTERED ADDRESS
20.1 Every Member, Life Member, Honorary Member and Honorary
Life Member shall register with the Secretary, an address in Pakistan
at which all notice and communications may be sent to him, and such
registered address may, from time to time, be updated by him through
notice to the Secretary and all notices and communications addressed
and posted to his registered address shall be deemed effectively served
and made notwithstanding that through absence or otherwise the
addressee may not in fact have received the notice or communication.
21. SECURITY OF FUNDS
21.1 All Securities and money, the property of the Congress, be
lodged in a Bank in the name of the Congress. Any surplus funds not
required for current expenditure shall be invested from time to time by
the Treasure, as instructed by the Council, as temporary Reserve Fund,
and no securities forming part of this fund shall be sold or otherwise
disposed disposed off except by order of the Council.
22. The property, movable and immovable, belonging to the
Congress, shall be deemed to be
vested, for the time being in the Council, and in all proceedings civil
and criminal, may be described as the property of the Council of the
Pakistan Engineering Congress.
23. SUITS
The Congress may be sue or be sued in the name of the President.
24. ALTERATION OF ARTICLES
Whenever it may appear to the council that it is advisable to alter,
extend or abridge the objectives of the Congress, or to amalgamate the
Congress either wholly or partially with any other Society, the Council
shall act in accordance with section 12 of the Societies Registration
Act (No. XXI of 1860).
25. DISSOLUTION AND ADJUSTMENTS
Any number not less that three-fifths of the Members of the Congress
may determine that it shall be dissolved in accordance with Section 13
and 14 of the Societies Registration Act (No. XXXI of 1860). The assets
of the Congress, if any shall be transferred to any other Engineering
Society or Association approved under section 15-D of the Income Tax
Act.
26. AUDIT
Annual Accounts of the Congress shall be audited, by a Chartered Accountant to be appointed by the Executive Council.
27. The amended Memorandum of Association and Articles of the
Pakistan Engineering Congress shall take effect with the installation
of the Executive Council, for 64th session of the Congress.
BYE-LAWS
(THE SCHEDULE REFERED TO IN THE ARTICLES)
Honorary Members and Honorary Life Members
MEMBERSHIPS
1.0
Any person desirous of becoming a Member of the Congress shall send to
the Secretary the application form prescribed by the Council
(Appendix-B) duly completed and introduced by two Members. The
secretary shall pass on all the applications as and when received to
the standing Membership Committee, specially constituted for this
purpose by the Council. For scrutiny and report on the suitability of
the applicants in the light of Article-3 of the Constitution. The
council after considering the report of the Membership Committee may
elect an applicant as a Member. The election will be on the basis of
simple majority if a unanimous decision is not achieved. After election
by the Executive Council the Secretary shall ask the Member-elect to
deposit his entrance fee Rs. 100/- first annual subscription, Rs. 1001-
and membership certificate fee Rs. 201- with the Treasurer. The regular
membership shall be effective from the date when the Treasurer
acknowledges the receipt of the above mentioned dues. The Treasurer
will furnish each new Member with a copy of the Memorandum of
Association, Articles and Bye-Laws of the Congress.
HONORARY MEMBERS AND HONORARY LIFE MEMBERS
On
receipt of a proposal form signed by ten members, the Council may elect
and duly qualified person to be an Honorary Member or an Honorary Life
Member in accordance with Article 5.2 of the Constitution. Article 5.2
requires supporting of the proposal by 3/4th of the Executive Council
Members who are not likely to assemble in any such meeting. In order to
overcome this difficulty postal ballots shall be issued to the
absentee' Members with a request for reply within three weeks of the
issue of the ballot paper. The treasurer will furnish each Hony.
Member, or Hony. Life Member with a copy of the Memorandum of
Association, Articles and Bye-Laws of the Congress.
SUBSCRIPTIONS
3.0 The annual subscription shall be payable to the Treasurer up to
March
1st in each year, and shall entitle a member to receive one copy of
each of the publication of the Congress issued during that year and
enjoy all the privileges attached to the membership.
CONDUCT OF MEETINGS 4.0 The Business Session of Annual General Meeting shall be
Conducted as follows:-
4.1
The Chair having been occupied, the proceedings shall start with
recitation from the Holy Quran. The names of newly elected Hony,
Members Hony. Life Members and of new Members shall be announced and
displayed on the notice board. 4.2 Any other communications prescribed by the Articles or Bye-
Laws
or deemed advisable by the Council shall then be announced and
discussed and voted upon or adjourned for discussion at the next Annual
General Meeting after which motions, of which not less than ten days
notice has been given in writing to the Secretary, and which are duly
seconded, shall be discussed and voted upon or adjourned for discussion
at a subsequent Annual General Meeting.
If a Member whishes to propose a motion, of which he has not
given
the required notice, he may submit it to the Chairman in writing
stating his name and that of his seconder and with the consent of the
Chairman, he may inform the Members of the substance of the motion, and
it may forthwith be discussed and voted upon if a majority of the
Members present are in favour of the motion being put up. 4.4 Amendments to motions shall-be in writing unless excused by the
Chairman.
Not more than a single amendment to the original motion shall be laid
before the meeting at one time. When any such amendment has been
negated, or allowed to take the place of the original motion, other
amendments involving fresh points may be proposed. 4.5 No one other than a Member shall speak on any motion or
amendment.
except by invitation or permission of the Chairman, and no one shall
speak more than once, except by permission of the Chairman. on any
motion of amendment except the mover thereof, who shall be entitled to
open the discussion and to reply on the points raised in the discussion
before a vote is taken on the motion or amendment. 5.0 TECHNICAL SESSIONS
5.1 At the Technical Sessions of the Annual General Meeting the
Members
shall hear and discuss any technical paper which has been announced for
presentation or discussion at the meeting, provided that a paper which
has already been printed may be taken as presented if the meeting so
desires and the discussion on it begins forthwith. 5.2 The time, for which a Member or a participant may address the
Congress,
shall be limited at the discretion of the Chairman and the Chairman's
ruling on all points must be accepted without. question as final.
Ordinarily a speaker shall not address the meeting more than five
minutes. 5.3 Before commencement of the Technical Session, the President
will,
in consultation with the Publication Committee, appoint Rapporteurs for
the papers to be presented during the Session. The Rapporteurs will be
required to submit a report on the discussion which will include
material points raised by various speakers and authors replies thereto.
The Rapporteurs will also add one paragraph of not more than 100 words
giving their overall assessment of the paper. The Publication Committee
will then arrange to include the record of discussion and the
rapporteurs report or part thereof in the supplementary Publication
which they deem fit for inclusion. 5.4 The introducer of paper shall ordinarily be allowed fifteen
minutes
for the purpose and at the end of the discussion a further period of
ten minutes to reply. The Chairman may invite any Member to speak, and
any Member may intimate beforehand to the Chairman. his desire to
speak. Members proposing to speak on paper are invited to send the
author an abstract of their intended remarks, particularly where facts
data or figures are called in question. so that the author may be
better prepared to reply. Omission to communicate with the author is.
However, no bar to a Member's speaking.
5.5 The discussion will be recorded at the meeting. by the
Rapporteurs
appointed as• specified in Clause 5.3 above. If a speaker reads out his
remarks, he may hand over a copy of the sanie to the Secretary. 5.6 Members may send the author a written communication within a
fortnight
after the Annual General Meeting, and the author may send such
communication for record. The Publication Committee may edit record of
the discussion and subsequent correspondence, and may abbreviate or
omit portion of it at its discretion . . 6.0 CONGRESS PUBLICATIONS
The Publications of the Congress shall consist of: (a) General Publications
(b) Technical Publications
(c) Occasional Publications
All
these publications shall be issued under the order of the Council as
may be convenient. but not less than once in each year. One copy of
each issue of the publications detailed in the subsequent
sub-paragraphs shall be sent to each member whose subscription is
not in arrears and to each Hony. Member and Hony. Life Member.
6.1 General Publications
The General Publication shall include but not limited. to the following.
6.1.1 A directory of the newly elected Executive Council.
6.1.2 A Directory of Members. Life Members. Hony. Members. and Hony. Life members periodically.
6.1.3
Alterations in. deletions from and additions to the Articles and
Bye-Laws which may have been affected since the preceding issue.
6.1.4 Report of the Annual General Meeting. 6.2 Technical Publications
The Technical Publications shall include but not be limited to the following.
6.2.1 Proceedings
This
shall contain the papers read during Annual Convention of the Congress
with the record of the discussion thereon and the record of the
subsequent correspondence. Papers on any subject of professional
interest may be presented by Members. either for discussion or merely
for incorporation in the Annual issue of the Proceedings.
This may be done in three forms: (a) Papers read during the Convension (b) The' recorded discussion and the record of
subsequent correspondence. (c) Recommendations. if any:
6.2.2
Annual/Mid- Term Symposium: This publication shall include all papers
written and presented pertaining to the subject of the Symposium
selected by the Council during its tenure. For this Symposium the
Council shall, as far as possible. select an engineering topic of
national importance which shall be discussed and debated -during the
Annual/Mid Term Session and suitable recommendations sent to the
provincial or Federal Government for appropriate action.
6.2.3 Engineering News Journal
Engineering News Journal started in the year 1956 is the quarterly Journal of the Pakistani Engineering congress.
Every
quarterly issue is serially numbered as I through 4 ¬while all the four
issues of a year are allotted a volume number. This Journal contains
short articles of projects in progress during a year and other
technical articles and news contributed by the Members. Some times the
proceedings of the Annual General Meeting and addresses of the Chief
Guests during the inaugural sessions of the Congress - are also
published. This is published by the Chief Editor. appointed by the
Executive Council, and assisted by Editors' nominated from the various
disciplines.
The Occasional Publications shall include but not limited to.
(i) A subject index to the Technical Publication.
(ii) Briefs of important papers.
(iii) History of the Pakistan Engineering Congress as updated from time to time.

6.4 All papers printed in the Technical Publications shall be the
property
of the Pakistan Engineering Congress. Advance copies of papers to be
read at the Annual Technical Session may be sent to the Members whose
subscription is not in arrears.

7.0 MEDALS FOR BEST PAPERS
|
The following medals have been instituted by the Congress, other
technical organizations and individuals to be awarded to the Authors of
best papers. The citation for the various medals thus far instituted
are given in the subsequent sub-paragraphs.
The
Council may appoint a Sub-Committee of not less than three Members of
the Congress to recommend for approval on the award of a medal for what
they may consider the best paper read out at the Annual General
Meeting/Mid-term Seminar. The Committee may advise the Council to
refrain from an award if none of the papers in its opinion reaches a
sufficiently high standard and may recommend the award of a second
medal in any year when more than one papers are of exceptional merit.
The cost of the Medal shall be met with from the general funds of the
Congress.
In order to give public recognition to the work of Mr.R.C. Kennedy, C.I.E., late Chief Engineer,
Punjab
,
in certain classes of research, and whereas the main objective of this
medal is to encourage further study and research in Irrigation
Sciences. The objective can be ably attained by the grant of this Medal
to the awarded from time to time, and ordinarily annually, for the best
published paper on such subjects. The competition will be held on the
following conditions. |
The Medal shall be awarded for the best published paper on any of the following subjects: |
a) The distribution of water for Irrigation. |
b) The condition and flow of sub-soil water with its connected problems of losses by absorption within the soil.

c) The flow of water, the transportation of silt by currents of water and the prevention of silting of irrigation canals. |
and.
generally, any kind of research tending to bring about the conservation
of water for irrigation or the improvement of canal irrigation and the
reduction of evils resulting from irrigation.
ii) The competition is open to all Members of Pakistan Engineering Congress.
iii)
The papers submitted for competition shall either have been published
in some engineering or Scientific Journal or read at some engineering
or scientific society, conference, or institution prior to the closing
date of the competition.
iv) The Council shall appoint a
Sub-Committee comprising of at least three Members to recommend whether
any paper is admissible for the competition, and to whom the award of
the Medal.shall be made. The decision of the Council shall be final.
v) The
competition will be held annually, provided sufficient number of
entries are received. Entries will be received on or before the date
fixed by the Council.
vi) Papers for the competition and
correspondence should be addressed to the Secretary Pakistan
Engineering Congress, P.E.C. Building Engineering Centre, Liberty
Market, Gulberg-III. Lahore.
7.3 Dr.Mubashir Hassan Medal
The
Congress- has instituted a medal to recognise the outstanding service
to the Engineering Profession by Dr.Mubashir Hasan an eminent engineer
and a Past President of the Congress, to encourage writing of good
papers to be published in the Annual Symposia of Pakistan Engineering
Congress and whereas the objective can be ably from time to time and
ordinarily annually for the best published paper on any subject
contained in the annual symposium under the following conditions.
a) The
Medal will be available for award annually for the best paper read in
the Annual Symposium of the Pakistan Engineering Congress.
b) The competition is open' to all Members of Pakistan Engineering Congress.
c) No papers previously published will be considered for competition.
d) The paper should be of a high standard in research or a comprehensive survey of the field.
The
Executive Council of Pakistan Engineering Congress shall have absolute
Powers to admit papers for competition and refrain" from awarding the
medal if none of the papers in their opinion reaches a sufficiently
high standard. For this purpose the Council may appoint three members
committee for recommendations. The papers and the correspondence shall
be addressed to the Secretary. Pakistan Engineering Congress,PEC
Building, Engineering Centre, Liberty market, Guiberg-III, Lahore.
7.4 Dr. Bokhari Medal
Late
Dr. Manzoor Hussain Bokhari, was an eminent Water Resources Engineer
who rendered commendable service to the Engineering profession,
particularly in the field of land Drainage ...
In recognition of
his services rendered, the Congress instituted a medal 'in his name
which could be, awarded to the best paper during the Annual Proceedings
on Land Drainage. For this purpose:-
a) The Medal will be
available for award annually for best paper on "Land Drainage" read in
the Annual Proceedings for the Pakistan Engineering Congress.
b) The competition is open to all members of Pakistan Engineering Congress.
c) No paper previously published will be considered' for competition.
should be of original nature and of a high standard in research or descriptive of a Land Drainage> Project.
The
Executive Council of the Pakistan Engineering Congress shall have
absolute power to admit papers for competition and refrain from
awarding the medal if none of the papers, in their opinion reaches a
sufficiently high standard. The Council may appoint committee for
recommendations. The Paper and the correspondence shall be addressed to

8.0 FORMATION OF COMMITIEES
8.1 Standing Committees
The
following Standing Committees shall be constituted by the Executive
Council to organize and run the affairs of the Congress during the
Session. The committees may meet normally once in a month.
1. Membership Committee
The
function of this Committee is to review , scrutinize and recommend the
applications of new members to the Executive Council.
2. Building and Fund-Raising Committee
The
function of this Committee is to raise funds to meet with the expenses
of the Congress and look after the problems of the Congress building.
3. Constitution and Bye-Laws Committee
The
function of this Committee is to review and make recommendations in
respect of the Constitution and Bye¬Laws of the Congress as and when
necessary.
Publication Committee
The
function of this Committee is to collect. scrutinize and print
technical papers for the next• Annual Session, and all other
Publications of the Congress except Engineering News Journal during the
terms.
5. Annual Session Committee
The function of
this Committee is to make the programme for the Annual Session, make
arrangements. prepare list of invitees and finalize the Annual visit
programme.
8.2 Any other Committee considered necessary by the Executive
Council may be constituted when deemed necessary. |
